1. What do the internal rules say?
In many apartment buildings, the internal rules state that:

  • Waste may not be stored in plain sight
  • No odor nuisance may be caused
  • Common areas or the facade appearance must not be disturbed

A balcony is often part of the visible facade. Visible trash bags can therefore be in violation of the rules.
